Make the candle blue, and add the shells before it sets. Add the wick and its done. You can make this candle in a glass, or other clear bottle. These will be delicate so you will want to be careful with them, instead of using shells in your gel candle, when the gel is setting up, add a few of the doves in the candles instead.
